Even if the lighting solution is still at an early stage it's nice to know that the BBC is reporting this as a problem.

Even though the product claims to reduce the costs between 10% and 50%, the local councils will most likely only look at the initial cost of buying and installing the system, not the long term savings.

Still, there's always hope that there are some engineers and managers in our councils who will think beyond the immediate and see the benefits to people and councils.

Typical shortsightedness.

The design looks sound, and coupled with a further idea (not mentioned in the article) to have motion-sensitive lighting, i.e. the lights only come on in certain locations when traffic is detected, adds to the saving of energy and preserving the dark sky.
