Hi,

So the Minor Planet Center produce a critical list of asteroids that further observations of are requested.

If there any record of why certain objects are on the list? Or what is the general criteria for an object being there?

As far as I am aware Albert its to do with a number of issues such as currently-observable NEOs that have not been observed recently or indeed NEOs that have been previously observed but very little data is forthcoming from those few observations to obtain an accurate orbit solution, this indeed applies not only to NEOs, PHAs but also other distant asteroids (both numbered and provisionally numbered) that have maybe have been observed for only one opposition and thus an orbit solution may have a poor quality rating.
Previously observed asteroids that have not been observed for a long time (years) and thus require follow up astrometric observations as the asteroid may have drifted many arc-minutes from its predicted path. Sorry I cannot give you a precise answer but in essence I think asteroids are on the critical list because of at least some of those factors listed above, hope this helps.

I've looked at some of these Albert and when you run them through the ephemeris on MPC usually the mag is way out of possible or just not visible. If its alternative targets to NEOCP that you are looking for you could check the Arecibo schedule Arecibo
