How about instigating a WAP site and/or SMS service (which would be really good for rapid announcements like "There's a nice aurora visible now" etc.)?

This may be difficult to implement cross-border, but the IAA was thinking about setting up its own SMS service for this function.

What is the cost of such a service?
If it's free then I like it :)

I like the idea a lot but I tihnk money is a big concern as well as time. I know I do not have time to even think about this until this portal is finished which I hope will happen by september.
