Thats right Bill, but the cost to the Russians to maintain Buran/Energia is colossal, hence why it hasn't flown in such a long time. Thats why they use the older rockets like Soyuz. Generally, its seems to be 'if it ain't broke...' to the Ruskies. Possibly, the politics involved don't allow for a joint Shuttle+Energya masterplan.

a-ha, but a European-Russian plan might work. Have a look at this;

that's not counting some ventures, including Burt Rutan's, well advanced in developing a crew transfer vehicle. Nasa has licenced out a number of feasibility studies recently. I think China too are looking at a reusable vehicle.
