Cb is limited to 26/27mhz, 144-145mhz is one of many ranges of frequencies allocated to Amateur radio, 145.650 is more than likely the Waterford repeater(relay) located on Mt.Leinster
If your scanner is equipped with ssb you can monitor ham radio operators speaking to others using satellites to relay their transmissions, if the ISS has a radio ham on board then they use on board equipment to speak to hams back on earth, any handheld scanner with its own aerial will pick up ISS, you will possibly get a lot of noise/interference if the scanner is close to ur pc, scanner works best outdoors or close to a window, suitable aerials include an X-300 or a simpler discone if thay are still available, sat tv coax is a good low loss coax to connect it to your scanner
